About the Speakers
Steven joined the Gallagher retirement plan consulting team in October of 2020, as the Senior Compliance Counsel, with 25 years of compliance experience that has encompassed all areas of the employee benefits industry. The last 15 years have been specifically focused on retirement plan compliance, fiduciary liability reduction, and plan design consulting for defined contribution plans of all sizes. Prior to joining Gallagher, Steven worked for Empower Retirement and was a shareholder at the law firm of Reinhart, Boerner, Van Deuren. Steven earned his Bachelor’s Degree in English from Mount Mercy University and his Juris Doctorate from the University of Iowa. He completed the Certified Employee Benefits Specialist® (CEBS®) designation through the International Foundation of Employee Benefit Plans (IFEBP) in conjunction with Wharton; and teaches the certificate series on retirement plans for the IFEBP. Steven is a current member of the Internal Revenue Service Advisory Council and also received the First Chair Award – Top Corporate Counsel in 2015. Steven assists Gallagher clients with the design and implementation of retirement plans; performing research and consulting on nondiscrimination testing requirements; compliance with Internal Revenue Code requirements and Employee Retirement Income Security Act of 1974 (ERISA) issues; and fiduciary risk mitigation.

Kelly Lazzara joined the Gallagher retirement plan consulting team in October of 2020 as the Senior Compliance Counsel. Kelly has over 15 years of compliance experience, encompassing all areas of the employee benefits industry. In her role, Kelly is responsible for helping retirement plan sponsors deploy fiduciary best practices, mitigate compliance issues, and navigate the evolving regulatory and legislative landscape Prior to joining Gallagher, Kelly worked for Buck Global in its Compliance Consulting Practice and Reed Smith LLP in its employee benefits practice. Kelly earned her Bachelor’s Degree in Journalism/Political Science from The Pennsylvania State University and her Juris Doctorate from the University of Pittsburgh School of Law. Kelly assists Gallagher’s clients on all aspects of employee benefits law as it relates to defined contribution and defined benefit plans, including but not limited to plan administration questions and issues, plan document reviews and compliance, plan design, plan mergers, terminations, and general compliance issues and correction solutions. Kelly has also advised her clients on corporate transactions, including pre- and post transaction work.
